Turkey's Homework on Minority Rights
The Parliamentary Assembly of the Council of Europe calls Turkey for a series of measures regarding religious minorities to be implemented throughout the coming twelve months. A progress report is expected by February 2011.

CHILDREN TRIED UNDER ANTI-TERROR ACT
Draft Law Pending - Children in Prison and on Trial
A court sentenced a 15-year old girl to 8 years imprisonment. Tanrıseven and Aktaş from the Batman and Diyarbakır Bar Association respectively urged the goverment to pass necessary legal amendments as soon as possible. However, these changes will still be insufficient to protect the children.

Prime Minister Erdoğan invited Türk-İş President Kumlu for talks regarding the Tekel workers on 28 January. The time limit given by six union confederations to take relevant measures elapsed on 26 January.

Half of Turkey's Population Younger than 29
The Turkish Statistical Institute issued information about Turkey's current population. With 13 million inhabitants Istanbul leads the population density with almost 2,500 people per square kilometre. A quarter of the Turkish population is younger than 15 years, only one seventh is older than 65.

Human Rights Watch: New Constitution As a Priority for Turkey
Human Rights Watch has issued the World Report 2010. The organization says that obstacles to change in Turkey remain clear, e.g. the constitution that disregards human rights or the struggle to assert civilian control over the military.

Constitutional Court: Military Staff not to be Tried at Civil Courts Any More
The Constitutional Court cancelled the law that orders the prosecution of soldiers for organized crime at special authority high criminal courts. This decision will affect pending trials and investigations. Retired judge Kardaş: "This is a step backwards that strengthens militarism".

Will Hunger Strike of Tekel Workers Lead to General Strike?
Worker Yaşar from the Tek Gıda-İş union: "The workers expect the confederations to put a general strike on the agenda. There is no area left that was not attacked by the government. The hunger strike was our last resort. If I died today, my children would benefit from a higher pension".

BDP Claims Equal Status for Alevi 'Cem' Houses and Mosques
MP Halis from Tunceli handed in a proposal for recognizing Alevi 'cem' houses as places of worship. He suggests the amendment of three laws. A similar proposal made by crossbench MP Genç from Tunceli in 2008 was not considered by the parliament.

Another Coup Plan Revealed
According to Taraf newspaper, a plan to bring the country into disorder was worked out in 2003. Bombings of mosques during the Friday prayer, crashing a Turkish jet plane and warplanes flying over the parliament should lead to martial law and a coup.

Vetoed by the President, opposed by the unions: the revised bill on leased labour sneaked into the parliament again. The draft law enables private employment offices to contract workers temporarily to enterprises without recognizing social and other basic workers' rights.

Suspicious Death of Naval Colonel - Again
Retired Colonel Yılmaz was found dead in front of his house. Eight military officers and one special operation manager have died under suspicious circumstances from May 2007 till the present. Seven of the deceased were from the naval forces.

Investigation into Secret Funds
Four people were arrested related to the spending of secret funds at the command of Şener Eruygur, who apparently received TL 13,000,000 from the fund. Ergenekon defendant Ersöz stated that all referring documents were destroyed before Eruygur's retirement.

Legislative Proposal: Omit Religious Indication from IDs
Peace and Democracy Party member Halis suggested a draft bill for lifting religious indication on Turkish identity cards. According to legal amendments made in 2006, religious indication still exists. The according field can be left blank upon a written application only.

Displaced Romani Found New Homes in Salihli
Eight Romani families settled in Salihli after the racist attacks in the town of Selendi last week. Rents have been paid by the Governor's office for the coming six months and children are to be integrated into local schools. The Governorship tries to find work for the families.

Former JİTEM Member Leads to Mass Graves
The Şırnak Bar Association expects the Silopi Prosecution to start excavations in the area of Hezil Stream in south-eastern Turkey as soon as possible. Former JİTEM member Beğler stated that about 200 bodies are buried in a region pretended to be mined.

Racist Attacks against Romani in Manisa
Tensions in the Manisa district of Selendi turned into a severe attack against Romani people on 6 January. Houses, towns and cars were destroyed in the racist attack. The displaced Romani were relocated in prefabricated houses in the nearby town of Salihli.

"Judiciary Recognizes JİTEM as Criminal Organization"
Lawyer Elçi said that JİTEM can be considered as an "armed and dangerous criminal organization aiming to throw over the constitutional order" after the JITEM case has been transferred to a "special authority high criminal court". A hearing can be scheduled as soon as the court accepts the file.

DTP Closure Made Official, Political Ban Effected
The decision of the closure of Democratic Society Party taken by the Constitutional Court in December has been published in the Official Gazette and thus been legally enforced. Hereupon, the political ban for 37 DTP members comes into effect and the MP status of the co-chairs officially ends.

The Human Rights Foundation of Turkey was established on 30 December 1990. In the last 19 years, the organization provided help and support services to more than 12,000 torture victims. Several times, the foundation was awarded for its work, including dozens of acknowledged books and reports.

5th Search of Special Forces, 8 Soldiers Released
Judge Kayan carried out the fifth search of the Special Forces. The court released all 8 soldiers that had been arrested after the first search last week despite the prosecutors' request of keeping three military officers in detention.

BDP ARREST WAVE
A Further 24 Arrests in Operation on Peace and Democracy Party
Another 24 people have been taken into custody in the Turkish cities of Van and Batman. The total number of arrests throughout the last week in the scope of the operation against Peace and Democracy Party mounts to 47 people. The Peace Council of Turkey criticized the course of action.

General Staff Denies Connections to JİTEM
The General Staff has sent a writ to the court dealing with the JITEM case saying, "There is no such established unit connected to us". Lawyer Elçi awaits a reply on the matter by the Gendarmerie Command. Meanwhile, witnesses have claimed evidence for the existence of JİTEM.

After 2 military officers were arrested last week because of an alleged assassination plan regarding Deputy Prime Minister Bülent Arınç, prosecutors searched premises of the Special Forces Command in 3 consecutive raids. The duration of custody for 8 arrested soldiers has been prolonged.

Turkish Refugees in Iraq State 10 Conditions for their Return
A DTP delegation visited the Mahmur refugee camp in Iraq. Many Turks forced to migrate in the early 1990s because of clashes and evacuations of villages are still living in the camp. The Turkish refugees want to come back to their home country and voiced the conditions for their return to the delegation.

A Navy Officer, Ergenekon Suspect, Commits Suicide
Navy Commander Tatar committed suicide. After his previous release the prosecutor effected his arrest again. In the hospital where Ergenekon defendant retired Brigadier General Ersöz undergoes medical treatment, a retired specialist sergeant carrying 2 guns was arrested.
